Elmore County hosts a state operated driver’s license facility at our County Administrative Complex at our Historic Courthouse. The county provides an employee to assist with simple license renewals while all other services are handled by ALEA.
The Driver License Division of the ALEA is committed to protecting the safety of Alabama motorists by ensuring that only properly qualified individuals are licensed to drive. We strive to ensure that all identification documents issued by this agency are completely accurate, highly secure and that the personal information of all persons is protected from fraudulent use.
In response to the attacks of September 11, 2001, and the ongoing threat of additional terrorist activity, the United States Congress passed the REAL ID Act of 2005. This legislation modified U.S. federal law pertaining to security, authentication and issuance procedure standards for state driver licenses and identification cards, as well as various immigration issues pertaining to terrorism. In the future, only those state-issued driver licenses and identification cards that are fully compliant with the REAL ID act of 2005 will be authorized for use as identification for official federal government purposes, such as boarding commercial aircraft and entering certain regulated federal facilities.
In order to comply with the REAL ID Act, the Alabama Law Enforcement Agency developed the STAR ID program. STAR ID is a step beyond an ordinary Alabama driver license or non-driver identification card and it meets all the requirements of federal law.
Effective October 1, 2020, every air traveler will need a REAL ID compliant license/ID (STAR ID) or another form of identification for domestic air travel. (See TSA’s website for a full list acceptable identification for domestic air travel)
STAR IDs are issued originally to qualified individuals only at Alabama Law Enforcement Agency Driver License exam offices. County operated license offices will continue to provide renewals/duplicates for license, ID cards, and STAR ID.
Once the provision of the REAL ID Act (STAR ID) goes into effect, individuals who do not have an unexpired U.S. passport will need an Alabama STAR ID to board commercial aircraft for domestic flights or to enter certain regulated federal facilities.
